Abstract: Legal Normativity of Soft Law
This article argues that soft law functions as a normative legal device despite a lack of binding force. The author proposes a framework where soft law instruments may be given legal effect, to fill the gaps in the legal system, if it is considered right and necessary, and provided its use remains lawful and consistent with binding norms, pursuant to the principle of correctness.
