Abstract: Climate Change, Migration, Vulnerability. Reflections on the Protection of Environmental Migrants
Climate change raises critical questions about vulnerability, not only as an individual condition but also as a collective issue, particularly in the context of environmental migration. By reframing climate change as a cultural and political issue rather than merely a natural one, this article explores the link between climate change and human mobility, highlighting the risks of alarmist narratives that hinder structural solutions. The analysis focuses on the vulnerability of environmental migrants, interpreting it through a collective and positional lens, questioning the role of international institutions in recognizing their legal protection. The lack of a specific legal framework for climate migrants underlines the need for a legal and political reflection that considers vulnerability as a key criterion for ensuring the protection of their fundamental rights.
